[Ctyfc] Follow up on winter storm resources

Thanks Susie, I’m sure you’re right! I don’t mean to discourage folks, just giving a heads up based on what we were told. When I asked about costs to apply, the trainer mentioned the acreage reporting requirement, which could assess a fee in some circumstances (though I assume it would be nominal). There is no application fee.
